The City of course denies that there is any type of quota given to Officers. However, it is a bit more complicated than that. This year, according to the NY Post, the budgeting office of the mayor added almost 6 million dollars to the projected revenue from parking tickets! To many this seems like a type of passive quota. If the NYPD isn’t on track to reach the projected revenues the Mayor is budgeting for, then they might feel pressure to ramp up enforcement in order to get their revenue streams up to the projected number. That sounds a lot like a quota to me.
Another question is why does the mayor’s office expect an extra 6 million in parking ticket revenue? The answer is in more aggressive enforcement of placard violations.
